Welcome to the Emergency Preparedness Program
Consultants Inc. Home page, you can refer to us as
EPPC. What is EPPC and what do we do? Great
question, We at EPPC are a highly trained group of
firefighter, police officer and EMT that have joined
forces to provided state of the art Confined Space
Rescue, Search and Rescue and public safety
training courses. EPPC was founded in 2004 by
Jonathan Cuneo. The company began providing
courses to the Boy Scouts of America at no charge.
Now the company has expanded to providing
training to firefighter, police officer and the general
public. EPPC offers a wide verity of course such as
Rope Rescue, Confined Space Rescue and First
Aid and CPR training.

EPPC not only teaches these courses but also
provides on site standby for companies looking for
services such as confined space, rope rescue, site
safety and security. EPPC instructors and staff are
all certified to the highest level in rescue. Our
company can reach or provide the highest level of
care possible for you.

Halifax Cat Rescue (March19th 2012)

On March 19th 2012, at 1230 EPPC and SSDART were call for a cat trapped in a tree in Halifax
Massachusetts. The cat had been trapped for several days and was in declining health. The owner of the
cat requested a response so the cat could be taken in for a medical evaluation.

At 1235 EPPC Victor 2 Chris D'Arpino activated EPPC and SSDART Strike Team Red to respond to the
scene for rescue operations. Kevin Dyer, EPPC Safety Officer responder as well as Andy Marshall and
Bridget Hatch. D'Arpino had command of the scene and Dyer had the safety. Andy Marshall was the
rescuer. Andy deployed tree spikes to climb about 40ft to the cat's location. Once he arrived at the cat he
was able to move the cat in to a bag and lower the cat to V2 on the ground.  An assessment was
conducted of the cat and the cat seem to be in stable condition.

The cat was take in to a vet for a proper medical review. Marshall defenced the tree and the operation
was terminated. The over all rescue took 11 minuets and the start to finish time was 1 hour and 30
minuets. All units cleared the scene at 1400. No injuries or incidents took place. The rescue was a huge
success and could not have went more smoothly.
