Welcome to the Emergency Preparedness Program
Consultants Inc. Home page, you can refer to us as
EPPC. What is EPPC and what do we do? Great
question, We at EPPC are a highly trained group of
firefighter, police officer and EMT that have joined
forces to provided state of the art Confined Space
Rescue, Search and Rescue and public safety
training courses. EPPC was founded in 2004 by
Jonathan Cuneo. The company began providing
courses to the Boy Scouts of America at no charge.
Now the company has expanded to providing
training to firefighter, police officer and the general
public. EPPC offers a wide verity of course such as
Rope Rescue, Confined Space Rescue and First
Aid and CPR training.

EPPC not only teaches these courses but also
provides on site standby for companies looking for
services such as confined space, rope rescue, site
safety and security. EPPC instructors and staff are
all certified to the highest level in rescue. Our
company can reach or provide the highest level of
care possible for you.

EPPC Special Operations Units
The Emergency Preparedness Program Consultants Inc. Special Operations Units have training in the most uncommon
areas of special and heavy rescue. Our Special Operations Team can respond to emergencies and assist local fire,
police, and ems. All members of the Special Operations Unit are First Responders or EMT's and have practical
experience in medical emergencies and the skills they are providing.

The Mission of the Emergency Preparedness Program Consultants Inc. Special Operations Unit is to provide the special
skills needed to conduct high risk and rare rescues. Our mission includes to provide the trained staff to assist the local
emergency personnel, carry out the operation in a quick safe manner, and "To make sure that everyone comes home at
night." The EPPC Special Operations Unit consists of eight highly trained teams. Each team has been trained in their area
of expertise. The teams are the Technical Rope Rescue Unit, charged with high rise and steep angle rescue; Vehicle
Extrication Unit, charged with vehicle extrication and the jaws of life usage; Swift Water Rescue Unit, charged with rapid
water rescue; Hazardous Materials Deacon Unit, charged with disaster decontamination level B; Fire Suppression Unit,
charged with firefighting task; Water Rescue Unit, charged with life guarding and search and rescue; and the Confined
Space Rescue Unit,  charged with all underground and structural collapse rescues.

The EPPC Special Operations Unit is able to provide stand-by coverage for construction and building sites. All units are

Technical Rope Rescue Unit: This unit is charged with responding to high-rise rescue situations. EPPC is trained in
structural and rural high-angle rescue. The team is based out of the Massachusetts area and is about 30 strong. The unit
trains in Quincy Massachusetts once a month. The unit uses to top of the line rescue equipment.

Vehicle Extrication Unit: This unit was created with the idea of working at local speedways as safety and crash fire
rescue. The team continues to train in advanced extrication on a regular basis. All staff on the unit have trained in basic
extrication, advanced extrication, big rig extrication, school bus extrication and aircraft extrication.

Water Rescue Unit: The water rescue unit is broken into two parts, the shallow water rescue team and the dive
rescue team. Both team are charged with conducting water rescue operations. EPPC has two soft hull inflatable zodiacs
with 6.6 horse power engines. The dive team is trained for search and rescue as well as search and recovery.

Unmanned Aircraft Unit: The UMA unit is located out of the California branch office. This unit is trained in the skilled
operation of unmanned, remote control search and rescue aircraft. EPPC currently has two aircrafts. All UMA pilots are
AMA certified and trained, have at least 200 hours of solo flight time and have passed an EPPC flight operations test.

Hazardous Materials Decontamination Unit: is charged with the set up and support of mass decontamination
equipment. The team members have all completed a minimum of Level B decontamination training.

Disaster Animal Response Team (DART): EPPC works with the South Shore Disaster Animal Response Team to
help in the retrieval and rescue of trapped and injured animals. The team member are EMT's trained in animal first aid and

Massachusetts and our response time is
dependent on driving time + 30 minutes.
